The Problem

Over 75% of law enforcement agencies do not have adequate reporting or record management of their criminal justice operations.

The U.S. Department of Justice in 2000 issued a call to create a truly integrated criminal justice information system. The Department described it as something that would allow the information gathered at an arrest or scene of a crime to be tracked seamlessly from the date of the incident through prosecution, booking, court disposition, incarceration and parole. An officer making a routine traffic stop would have instant and up-to-date information about outstanding warrants or prior encounters with the law. Judges would have at their benches complete histories of convicted criminals to help them in sentencing. And departments across all jurisdictions would be able to compare and share information to find key links that would solve or prevent crimes.

The Solution

CrimeCog Technologies’ E*Justice™ integrated criminal justice information service does all those things requested by the Department of Justice, is available today, and can be implemented for the cost of a personal computer with an Internet connection and a monthly subscription fee.

E*Justice™ is a robust criminal justice information application that was developed ten years ago by Northrop Grumman and has been operating as a client-server application in a number of large cities and counties across the United States. E*Justice™ was designed to meet the most demanding requirements of a high number of users and millions of records. It is built in modules for law enforcement agencies, prosecutors, court administrators and jail or prison managers. It allows a seamless but secure flow of information from one agency to the next, and can track an incident from the first police report to final release from parole.

In its original client-server configuration E*Justice™ is regarded as “best in class” by both users and competitors; however, its relatively high cost of installation, infrastructure and maintenance limited its sales to all but the largest criminal justice agencies. CrimeCog has solved that problem by hosting E*Justice™ on its own secure servers and making it available over the Internet to small and mid-sized communities for a monthly subscription fee. All data and programming is in secure locations that meet defense department standards – local police, prosecutors, court and jail administrators access their own data using an Internet browser. Agencies that want to share information may do so effortlessly, since all data is stored in the same formats, although it remains under the complete control of each agency that entered it.

A Brief History

Jim Bolger, a retired deputy director and commanding officer of the Uniform Services Bureau of the Michigan State Police, and Tim Daley, a computer systems/software engineer and IT business creator and manager, worked together at TRW. Bolger’s intimate knowledge of the issues facing the criminal justice system and Daley’s understanding of the future of computer system technology led them to create CrimeCog Services™ to deliver E*Justice™ to local police departments from a low-cost, easy-to-maintain, high security, reliable remote hosting platform.

In November 2003 Northrop Grumman authorized CrimeCog Technologies as the exclusive provider of the E*Justice™ System as Software as a Service (SaaS) in the United States. In January 2004 CrimeCog Technologies was incorporated. In April 2005 CrimeCog Technologies, Inc. closed on a $1 million round of angel funding. By September 2005 the management team was in place. CrimeCog’s first customers signed contracts in October 2005, and on January 1, 2006 they went live on the service.

In August of 2007, Calhoun County, Michigan became the first county in the country to use E* Justice™ (SaaS) in every one of its local law enforcement agencies, including six municipal departments and the county sheriff. The value of sharing data was demonstrated on the first night the county sheriff’s department started using it, when E*Justice helped solve an armed robbery by identifying the suspect from a routine incident weeks earlier in Springfield Township.
CrimeCog has also signed up several agencies in Michigan and Texas for the SaaS version of E* Justice™, and continues to work with police departments, county sheriffs and prosecutors in Michigan and elsewhere to finalize contracts, train users and implement its services.

On September 1, 2007, CrimeCog Technologies closed a deal with Northrop Grumman Information Technology, Inc. to purchase E* Justice™. Under the terms of the acquisition, CrimeCog now supports all previous E* Justice™ contracts and has extended its customer base into seven states. CrimeCog also hired E* Justice™ software engineers formerly employed by Northrop Grumman. Those engineers, along with database administrators, documentation specialists, support and quality assurance staff are based in Denver, Colorado. The deal puts CrimeCog in complete control of the world-class software for both client-server and SaaS customers.

Who We Are

Timothy Daley, Founder, Executive Vice President
for Business Development

Tim Daley has over 25 years of IT experience conceiving, developing and delivering complex information technology solutions and an extensive technical background in networking, hardware, software and telecommunications. During the period from 1998 to 2002 while employed by TRW, Daley, along with CrimeCog Co-founder Sam Basilico developed the web deployment of applications for TRW Systems Worldwide. These solutions focused on the Biopharmaceutical, Healthcare, Military, Public Sector and Manufacturing markets.

Prior to TRW, Daley started and built a number of profitable software and solutions implementation organizations and consulting groups for mid-sized public and private companies. The focus of their work was the marketing and implementing of manufacturing, distribution and logistics systems in the Midwest. In 1991 Daley sold the company he founded in 1987.

Daley received a Bachelor of Science degree from Michigan State University and did graduate work in computer science at Boston University specializing in the application of artificial intelligence technologies.

Dennis Blanchette, President and CEO

Blanchette joined CrimeCog as an accomplished executive possessing strong leadership ability focused on developing and executing strategies for driving growth, profitability and overall organizational effectiveness. He has more than 20 years of experience in sales and management. For the last ten years, Blanchette has specialized in business development and executive management for information technology companies in Southeast Michigan. As chief operating officer of Wise Solutions, Inc. of Plymouth, Michigan, Blanchette had a crucial role in growing the company almost fourfold in less than 5 years, and in leading the company through an acquisition by Altiris, Inc. in 2004.
Since then Blanchette has led three other firms as principal or president and CEO. Pier 3 Technologies was an entrepreneurial partnership dedicated to analyzing and introducing new technology product concepts including fundraising and business plan development for the aggregation, creation and distribution of mobile content. D. Blanchette & Associates is a business advisory firm dedicated to assisting companies with driving growth. Ensure Technologies is a company that provides IT security solutions through the combination of hardware and software using RFID technology to authenticate computer users as well as track individual people and assets.

Blanchette is active in professional associations and a member of the advisory board for Dynamic Computer of Farmington Hills, Michigan. He is also committed to several Catholic educational charities and has been a very successful fundraiser on their behalf.

Stuart Jankelovitz, Vice President of Sales

Jankelovitz has over 20 years of experience in sales and sales management. Most recently, he served as vice president of sales for NetWorks Group, Inc., an information security solutions provider that specializes in Internet protection and accessibility. In this role, he led the sales organization to unprecedented growth while achieving significant customer acceptance and satisfaction. Prior to NetWorks Group, Jankelovitz was responsible for sales management and direct sales at organizations including Mercury Interactive, Internet Security Systems, KnowledgeWare and Accenture.

Jankelovitz has received several honors and accolades during his career. In recognition of his leadership and sales efforts at various organizations, he earned numerous President's Club Awards. At each company, Mercury, ISS, and KnowledgeWare, he was responsible for orchestrating and closing the largest single transaction in their corporate histories.

Todd Thompson – Vice President of Client Services
and Strategic Operations

Thompson is a former law enforcement officer with over 20 years of combined experience in the areas of law enforcement, integrated criminal justice systems, information technology and project management. Before joining CrimeCog, Thompson worked for Northrop Grumman Information Technology as a senior project manager, criminal justice domain expert and marketing/sales consultant with the State and Local Public Safety Solutions operating unit. He was responsible for internal and external consulting in the development and marketing of local and state-level justice information systems, including the E*Justice System. Todd managed most Northrop Grumman E*Justice System installations from pre-sales to post installation and acceptance phases.

Todd is responsible for pre-sales support, implementation management, customer training and performance monitoring. Todd provides recommendations for future product and service direction, competitive analysis and evaluations of potential partners and/or acquisition targets.

Thompson is a graduate of the Illinois State Police academy and holds a Bachelor of Science degree in Criminal Justice from Illinois State University.

Dennis McConnel – Software Development Manager

Dennis McConnel has more than 20 years of software engineering experience, with more than 15 years in the criminal justice domain. McConnel has managed all phases of E*Justice product development since its inception in 1996. McConnel has been heavily involved with the direction of the product, the implementation of client requirements and rollout into production. He is also the operations manager of CrimeCog’s downtown Denver, Colorado facility.
In addition, Dennis is in charge of technological research advancement of the product, which has evolved from a client-server application to a multi-tier web-based J2EE-compliant architecture.
Dennis earned a bachelor of science degree in computer science and a bachelor of arts in mathematics from Cameron University in 1987 and has previously worked at BDM, PRC, TRW and Northrop Grumman.
